First of all, does your university have an office which handles major scholarships (national and international programs)? They should be able to help you with the procedure and with your application, if you are eligible (this includes if you have recently graduated). If not, look on the Fulbright website (http://www.iie.org/Template.cfm?section=Fulbright1) for more information on what they want from you.
