Go to Format -> Borders and Shading. Over there, click on the Page Border leaf. U can choose different types of borders over there. U also have the choice to apply the border to the whole document, or just the chosen pages.

Hi..
When ever dealing with an application, always look for a help file in the menu or tool bar area. I have ms word myself and I type in how do I create a boarder in ms word. It gave me several options to choose from. Below is the one that I think you are requesting.

Add a border to a page in a document
On the Format menu, click Borders and Shading, and then click the Page Border tab.
Show Me
Select the options you want.
For Help on an option, click the question mark and then click the option.
To specify that the border appears on a particular side of a page, such as only at the top, click Custom under Setting. Under Preview, click where you want the border to appear.
To specify a particular page or section for the border to appear in, click the option you want under Apply to.
To specify the exact position of the border on the page, click Options, and then select the options you want.

To add a border to the pages of your document, open the File menu, select Page Setup, and in the Page Setup dialog, click the Layout tab. On the Layout tab, click the Borders button. Word opens the Borders and Shading dialog with Whole document selected under Apply to. In the Page Setup dialog, click the Layout tab.
Under Setting, select the type of border you want to use.
