Because Bush has decided we remain, and because Congress doesn't have the spine to stop the occupation.
That's it -- there is no real reason other than Bush deciding that we need to stay for the indefinite future.
The argument that we're staying to promote peace and stability in the region is laughable -- looking at the past four years, the longer we stay, the more the violence increases. So, our presence is obviously not stopping the violence.
It's possible (maybe!) that by being there, we are slowing down the rate at which the violence would be increasing otherwise -- but assuming that's true, then all we're doing is postponing the inevitable, and drastically weakening the US in the process. Not a good trade-off.

Because the Iraqis still have yet to agree to allow denationalization of their natural resources, and because we have screwed it up so badly there, that if we left, Iran, Saudi Arabia, Syria, and Turkey would each back different Iraqi factions in a bloodbath.
