I do not know the answer but it is a good question, which I am going to follow up on so I can learn the answer too.
Any boat being moved from one body of water to another, needs to be cleaned to prevent transference of critters and potential devastating effects to a lake that has none of those critters. I have heard many stories about such things as zebra mussels, and golden algae doing great harm to a lake.

Scrape them off. Not much sense of wasting bleach when your goin to kill them anyway by scraping them off.
