The legislators make most of the general laws.
The courts add interpretations that become case law.
And the administrative agencies created by the legislature are empowered to enact regulations that have the force of law.

used to be that way, but now corporations (via lobbying, contributions etc) now draft the legislations they want and then give it to the legislature to pass. Any legislations of value they do, otherwise they dont' interfere.
who do you think drafted the big medicare prescription act? who do you think drafts prescription legislation? who do you think legislates whether we drill for oil or gas in usa, or whether they should reduce the ability of people to sue companies for damages from faulty products? Who do you think was behind the bankruptzy laws that make it very difficult to declare bankruptzy under any and all conditions leaving the corporations exempt from such laws?
Who do you think was behind NAFTA? or the free trade garbage? or the push for privatization of public roads that were paid for by the public? Who do you think was behind scaraping the superfund for toxic sites that force companies to clean up their own messes? Surly wasn't the people who's backyard would of been affected.Who is behind legislation to protect politicians and their cronies from prosecution for crimes they commit that would land any one of us in jail for life or even the death penalty?
Sure isn't the legislators coming up with these drafts.

Yes. They're usually called legislators. They range from national legislators (i.e. congress), who make the laws for the whole country, down to local legislators (i.e. city counsel) who make more specific laws necessary for an area to have.
