what would you use to get the bbs out of its container (other then an eyedropper) to feed the betta fry

A piece of airline hose works well as a siphon to suck them out. Just filter that through a brine shrimp net (available at any decent pet store) and you shouldn't have a problem harvesting all you need.

Most pet stores sell brine shrimp nets. Net them out,rinse off the salt and invert the net in the betta tank.

the Eyedropper is the best thing you can use actually, because of it's size
