Get the rust off prime an paint or spray galvanize. Spray oil on the trailer.Won't rust then>?

it depends on the rust,if it is very light a wire wheel should do it,if it's heavier a chipping hammer or needle gun may be needed,after its clean try something like "ospho" which is basically phosphoric acid which will allow paint better adhesion as it etches the steel,also using 2 part epoxy will make a big difference in the longevity and durability of the paint,though it can be expensive.
or you could always just get an aluminum trailer

POR-15 is a very good product to use---follow the instructions carefully and remove the old rust as much as possible before applying and repainting. Hardware stores or home centers carry it or online.
