There is no difference, since you are talking about guitar. If it was on a wood wind or something like that, there wouldn't be a palm mute, it would just be muting,
With guitar, palm muting is just putting your palm softly over the string, and basically that's the same thing as muting.

It's kind of ambiguos really , "Palm Muting" can mean both, and "Muting Notes" can mean both. There ARE 2 types of muting involved, Palm - where your picking hand fleshy part (side) muffles the strings beind the pick and in front of the bridge , and general muting which is a bit more difficult and comes with practice - the act of actually using fingers on the fret hand to muffle unused notes to prevent noise or strings from ringing out , as opposed to the other which is done for it's disired force effect. Cheers.

The mute signified by an X is done with your finger on that string but not pressed down to the fret. The palm mute is using your palm to mute one or more strings at a time.

as far as my experience goes, muting is where you put your finger lightly over a string to mute the sound, whereas palm muting is where you put your palm over the strings by the bridge and it gives a clicky effect. the harder you push, the clickyer it gets.
