To a science-y person: First explain how color is light reflecting off objects, and people with sight can sense the reflected light. Red is one of the longest wavelengths the human eye can detect. It's one of the primary colors used in the RGB color system.
To a blind person: It the color of fresh blood, and it associated with strong emotions like anger and love. Add the above if they're interested
In a novel: Describe its intensity (bright red? just a tint?), it hue (scarlet, dark crimson, etc) or compare it to something.
To a hairstylist: They should have color swatches or something, but you also say whether you want it warm (a little more orangey/brown) or cool (more purplish undertones).
