Well, set the lock to 0. Then turn the lock 2 full times to the left and then turn the lock a third time to the left till you get to 10. Then turn the lock 1 full time to the right and then turn the lock a second time to the right until you hit 32. Then turn the lock left to 38.

If it's the old Master combination lock, I think you turn the wheel clock wise 2 or more time and stop at 10, then turn counter clockwise and stop at 32 and then clockwise and stop at 38.
Easiest way is to get a pad lock with a key.

Turn the dial 2-3 times to the right. Then turn it to the right and stop on your number, 10. Then turn it to the left and pass your number, 32, once then the next time you get to it stop on 32. Then you turn the dial to the right and stop at 38.

Turn the combination three times to the right (clockwise) and stop on 10.
Turn it to the left until it passes 10 and stop on 32.
Turn it to the right and stop on 38.
Pull the handle.

They usually come with instructions. First spin the lock a few times clockwise to reset the tumblers.
1. Turn clockwise to 10.
2. Turn counter-clockwise one full turn back to 10 and then to 32.
3. Turn clockwise to 38.
It's been a long time but I think that is right.

Hold the lock so the pointer is on zero. Now twirl it one complete rotation to the right. Then rotate it to 10. Now rotate it to the left to 32. Then rotate it to the right to 38 and the lock will open.
