The person has a charge of narcotics and a firearm, any chance of bail reduction?

Once bail is set, it's very unlikely that anything will reduce it -- that's the point of the bail hearing, to determine the appropriate amount of bail given the situation and the charges.

He can either pay the bail directly -- or pay a bondsman a fee to guarantee the bail (but he doesn't get the bond fee back). Or wait in jail until the trial.

No. Thats what the arraignment was for. With a cash bond, someone has to put the full amount or property up to get the person released instead of the normal 10%.
