Memory is relatively inexpensive, you might look into buying more. But there might be a low-cost option:

You might have a lot of programs running that you don't need. Download and run Mike Lin's Startup Control Panel (free) and uncheck everything except your antivirus software. Reboot and see.

You have no control over how he RAM memory is used, it is normally filled with the current programs and pieces of the Operating System then the overflow is paged or swapped out to the page file. If you need more memory than I suggest that you increase the memory in your machine.
