Go to: control panel...display...screen saver...monitor power...power...settings..turn off monitor..never.

You can not. It is built in to the micro controller in the monitor.

If you do nor want it to go to sleep (Because you like wearing out your monitor?) then disable power management in the system. As long as the monitor receives sync signals it will stay on.
