There are only so many changes that can happen without amending the Constitution.

Congress can change its internal procedural processes -- the way committees handle things, what it takes to bring a vote to the floor, etc -- but the basics of bicameral (two-chamber) approval and presentment (presidential signature or veto) are constitutional requirements.

I think any bill should just cover one subject and not have 'riders' on them.
