You have to be able to reach them comfortably and, they have to clear any lids that open.

Mine is 3.5 inches higher than the open washer lid. It is plenty of room-- and as I'm 5'5"-- low enough for me to use the bottom shelf. I do have to have a step stool to use the top shelf tho.

Just above the open lid height.
