Surprisingly, grey is a shade that should help tone them down. A soft, light grey would be my first choice, but any shade of grey will do. Silver jewellery & hair accessories in both a silver/blue mix would work nicely. As I understand it, grey will be the next focus shade-use it now & eclipse the world!

They're a very pretty shade of blue. When you said 'bright' I
was thinking a sky blue, so lighter. These look almost like a
'royal blue', and not a navy. Red and white always go well with
blue shades that are dark. Call it 'nautical' I guess, or 'patriotic'. What I thought of when I saw the jeans tho, was
to find a top with maybe stripes of grey and a matching blue.
Multi striped. And then wear a long necklace with the same
type of blue color in a stone, like blue sapphire in some
costume jewelry rope necklace. Or a solid shade in a
tie or scarf you could wear either around your forehead or
maybe around your neck and ditch a necklace. I was thinking
a grey in the scarf or head something or other. Maybe using
a scarf to wrap around your head like a pirate. I don't know
what that style is called. But it's popular here. So I'd find a
solid grey to match the grey or blue in the top.
You can always wear a white knit top and jazz it up with
something in red jewelry or a cute pin that's also funky. Blue
is a great color that you can blend so many others with. You
might also take them into a store and ask a clerk to help you
with accessories to match them. That's what they're there for.

One way, is to actually bleach the jeans. Not to much though. That will give them a softer look. As for tops, wear something that has a soft color, something that will match your skin tone. Don't accessorize too much as it will up beat the look.

Wear a black, grey, or a white top for sure. Dont try to wear any bright colors, you'll look a little crazy.
For example...

Wow, they are really cute!
Uuum, with bright coloured trousers, I think a plain black vest looks best, and then you could wear a black cropped or fitted cardigan, unbuttoned and left open, to make them look more casual and not so bright.
Something like this in black is what I mean...

But something like this would be better...

Then wear plain black flats.

Wear a halter top. Dress simply. Smell good and spend your time on your hair.
