Is it legal for a creditor to come to your home?

I have a loan with a loan agency and has been late a few times. when they can't get me by phone, they come to my home and leave their card, etc. Is this legal?

Under the provisions of the Fair Debt Collections Practices Act, a debt collector may contact you in person, by mail, telephone, telegram, or fax.

If its a loan for a vehicle or other tangible goods that can be repossessed, and they are trying to repossess it then yes. The repo man can come to your home or work.
