Wisdom is knowing the limitations of ones own knowledge.
For even great men and women of science, no matter how hard they try to rigorously pursue their respective disciplines all throughout their entire lives (may it be mathematics, physics, medicine, biology or the origins of the universe) ... they still end up realizing that even though they may learn something new each day (and even though they may have done great feats of science) they in due time will still come to a realization that there are a lot more that they do not know and a whole lot more that they cannot do.

If you are a Christian, Read the book of Proverbs. Read about Solomon in the bible. He asked God for Wisdom and God gave it to him.
If I am not mistaken, He is the first man that ever established a Government system.
Remember, he got his wisdom from the heavens above.
