Smart crew out here. By 'popular' the assumption appears to be historically significant. Eliz. I and Victoria of England would have to be on the list along with Catherine the Great of Russia who wasn't even Russian. Well that's OK - Queen Victoria was arguably more German than English. Eleanor of Aquitaine was amazing for her time - married to the king of France followed by the king of England then having two sons who were kings of England. Just getting a divorce in Eleanor's time was a feat. Catherine de Medici 1519-1589 also could boast a king of France as husband and three kings as sons - though she often wielded power herself - another political feat. I doubt Mother Teresa will be much remembered long into future centuries even if she becomes
a saint. She only needs one more proven miracle

I would say Cleopatra, Princess Diana, and Queen Elizabeth I are pretty popular women still remembered to this day
