Alot of my friends are vegan, and they use Sevi Cosmetics.They are 100% vegan, and they really work.
Their colors are phenomenal, and even the most sensitive skins can use them. And, they most definitely don't test on animals.
I've even used a couple of their products on some of my clients, and have nothing but compliments.

The main cosmetic companies who have made a strong stance against animal testing are:
Aveda
Avon Cosmetics
Clinique Makeup
Estee Lauder
Nordstrom Cosmetics
While these five have historically topped the list, there are many others out there that practice ethical treatment of animals also.
Urban Decay - A makeup company passionately working together with the Animal Protection Institute to end all cosmetic animal testing in the United States. They are also one of very few brands who offer cruelty-free brushes in addition to a strong stand against animal testing for all their products.

All the stuff from the Body Shop is against animal testing, i'm not sure if they sell make up, I haven't been in there for like ever xD

As a vegan myself... i suggest to search the internet for brands of makeup that do not test on animals! DO NOT BUY PROCTOR AND GAMBLE! they test on animals like it is going out of style.

I'd try Sharpie Permanent markers for eye and lip liners.
Otherwise, check out PETA's website. They are the authority on things not tested on animals.

you should be able to seach up a list online. my friend did a project on animal testing and she was able to bring in a bunch which were not tested on animals. i remember that the body shop was one of them.
