Actually, the approval rating is for Congress as a whole -- not just one party.
But it only makes sense -- in the Republican-controlled Congresses of 2004~2006, the Republican population liked them because they were led by the same party, and the Democratic population opposed them because of what Congress was doing.
Now, the the Republican population opposes them because they are led by the opposition party, and the Democratic population doesn't like them because of what Congress is not doing that the American people elected them to do -- get the US out of Iraq.
