Yes, I seen an episode on animal planet about a month ago.
It was on Animal cops, they had brought this dog in and it had both male and female sex organs.

I would imagine they could. We raise goats and had a couple come out a little funny, I've seen cows with both parts also. I 'm sure there have been cases like this in dogs.
