saturated, you can only dissolve more sugar by adding more water to absorb the sugar

It is an error: water _can_ dissolve more sugar if it's hotter than 'tea' temperature (~100 C): try a pressure cooker. At higher temperatures, water even dissolves silica (quartz)!
