Do you think that 11pm is a good curfew time for university students in Malaysia?

No. College students are adults and should decide for themselves when to go in for the night. Maybe you want to stop partying, but keep in mind that lots of students like to study very late at night, and outside of the home, like at a coffee shop or a library.

Curfew for university students? Aren't they considered adults at university?

Malaysia?
Malay sia. Then it shoudl curfew after 7pm when the sun is down.
I know that do happen in the Kelantan, where the PAS area.
