You may have more or less parts depending on how long your speech is, but that is how the format looks like. You should also tab or have a few spaces from the roman numerals to the capital letters to numbers to lower case letters.

you could use a short essay format
intro with topic
3 areas explaining topic
conclusion
in your intro, introduce yourself, give a brief background (birth, family, where you live etc)
then pick something about yourself that you wish to speak on, a topic , such as you enjoy sports, or reading, or playing games, or the internet
then pick 3 things to explain your topic, 3 things about sports, about the internet you enjoy, etc, this helps the listener understand how you got involved in the topic, how you participate in it, what you want to do in the future with it
then sum it all up, touch on a couple of other things about yourself, mention the basic topic again
this format works well, for speeches, for essays, you can make your 3 points as long or as short as you need to, depending on the time factor or length of a paper
ps: the outline would be a brief one line summary of each section

The best way to start an introduction is to look at how you are going to end it. Since this speech is about yourself, a good attention grabber is to introduce yourself using memories of what you are most kown for, something catchy like how you got your name, etc. Something that makes you stand out from everyone else.

You do it the same way as an essay out line,you do the intro, then just put 3 things for each and the main ideas about each thing you are going to say.

I'd put what you wanna write about yourself, like a section for stuff you like, one for your hobbies, etc.
Then put details under each section.
You could write them on notecards or something. (my teacher made me do that a few years ago....)
Then put them in the order you like, and then just write it down as your 'speech'.

Validation: Why you are qualified to speak on the topic
Overview: You specific points.
Body: Your points verbally and (visually) illustrated and logically and factually (or emotionally) prooved.
Conclusion:
