He was apparently tapping his foot in a signal that some gay men use to let other gay men know that they would like to participate in sexual acts in the bathroom. If you read the whole story it goes into detail about how the policeman was in the stall next to him and witnessed the secret foot tapping code and arrested him and then he pled guilty.

A public restroom where a man could walk in with his small child is not a place to be soliciting for gay sex or any other kind of sex. That's the first thing he did wrong and would explain the charges of lewd and disorderly conduct. Now for the moral issue. He has claimed to be one thing and all of a sudden he has did another. He let down the people who trusted and voted for him.

Not sure on the event, but the adjectives in the sentence say that the man did something that was wrong, probably in front of others.
"Lewd and disorderly," mean that he didn't follow the rules, and that what he did was disgusting.
Also, the fact that they used the word, "conservative," adds a tone of disappointment toward the man, because no good conservative would do something disorderly or lewd.

Certain activity -- such as disorderly conduct, or what is called "lewd and lascivious" behavior -- is considered a misdemeanor.
It's basically misbehaving in public, or in a public place.
