The lowest layer of the atmosphere, where most weather occurs is the most volitale. It all has to do with differences in temperatures which results in changes in atmospheric pressure. There is still "weather" above the Troposphere(lowest level of the atmosphere) but the layers above are very stable and have much less actual air. The gravitation pull from the Earth helps to keep most of the air near the surface in the troposphere.
One of the theories as to why the earth is getting warmer is due to airplanes flying above the troposphere in the stratusphere, which is by far the most stable of the atmopsheric layers. The concern is that pollution created by airplane is keeping in heat that would normally escape to space. Pollutants tend to linger much longer in this layer of the atmosphere because it is so stable. As opposed to the troposphere where pollutants have an easier getting purged from the atmosphere by rain and other phenomena.

Water vapour is important for the formation of clouds and most of the weather conditions are associated with clouds only.About 90 percent of the water vapour is confined to the lowest layer of the atmosphere which is called the troposphere.The upper limit of this layer(which is called tropopause) is at a height about 17 Kms in the tropics even though the average height(from poles to equator) is approximately 11 Kms.As the moisture is confined to this layer only, the clouds form in the troposphere only.Moreover above tropopsphere,the temperature starts increasing with height(due to the absorption of ultra-violet rays by the existing ozone layer)producing a stable atmosphere thereby preventing the cloud formation.
