bisect means to cut in half exactly so since PQ = 2 * RQ then
RQ = 14/2 centimeters or 7cm

since RS bisects PQ it means that point R is the midpoint of the line segment PQ. so if PQ is 14 cm long then the distance between RQ (half of the segment PQ) is 7 cm.
