My bedroom is a renovated garage. I do have a floorboard space heater and it is connected to the rest of the house. Mine is only a one car.

I have heard of people in the depression complain that they had to live in garages til they were rich enough to afford better.

Is she desperate? Will it mean she will lose custody of her child to the child's father?Do they both have full access 24/7 to the kitchen and bathroom?

I would think abuse would be to live in the streets ,the car ,the homeless shelters ,the tent and an abusive family members house.

There is a law that states a child can not share the same room with an adult. Have you thought of placing some sort of room divider up to split it down the middle and set a port a potty next to the child's bed.

You are keeping the rent reasonable like 25% of her income or lower so she has a chance to save up and look for something better are you?

Not necessarily, no. It is examined on a case by case basis. Many people convert their garages into bedrooms and rent them out. The tenants must have access to the restroom at all hours of the day. As for the kitchen, it isn't required to have one in most places, but I wouldn't risk it.
If you are concerned about this, speak with your Department of Housing & Urban Development. If you are wishing to rent such an area to someone, HUD will usually do a free inspection.

A GARAGE???? ARE YOU FREAKIN NUTS?!?!?!?! Do you realize a garage is generally 10 degrees cooler than the house?!?!? Here let me rent my garage to you and this child's mom and you sleep in there in the winter!!! GEESH!!! Ya'll must've been dropped on ur heads a few times!! IF you DID rent a garage to someone and had a 3 year old living in it and I knew you'd be reported to the diviosion of family services immediately!!! I wouldn't stop until the child was in a safer home and you and the mother were in JAIL!!!

That could be true, I don't think legally you can rent out a garage to anyone, but hey if they need a place to sleep and it wouldn't bother you,who would know. I wouldn't charge them for anything so they could get them self a place of their own,

Where I live it's illegal. It's not exactly the same as renting out a bedroom.
