It has to do with tribalism and their aversion to ambiguity.
It's all black and white to them - almost never shades of grey.

First off, try not to generalize, you fall into the same trap they do by doing so. Neo-cons may have a lot of the same opinions, but they don't all share this one.
Second, the ones that do assume like this do so because they are ignorant. They want to ignore past scenarios that led to trajedies like 9/11, and instead blame them on the radical Arabs. Because, of course, our involvement in wars in Iraq, Iran and Afghanistan, in many cases bolstering their forces with our own weaponry, has nothing to do with it. Nor does the fact that we still have garrisoned troops in many of these countries. Or the problem with their inability to voice their opinion in the UN, or talk with anyone directly from the U.S. We ignore these things because we want to look like heroes without fault, but we do a bad job of that.
Oh, and in terms of all terrorists being arabs, lets take a look back at current history. The IRA in Ireland is most certainly not Arab. The Oklahoma City bombing was assumed to be of Arab origin, but wasn't. All the recent school shootings have been caused by various ethnicities of children and adults, none of them Arab.

I guess for the same reason that most Arabs assume all Westeners are the same.
If you compare al-jazeera and fox news they're not all that different each one is spouting the neo-conservativism of its society.

What are you talking about. Stop generalizing. You automatically assume all Republicans are "neo-cons".

tabs is back - did anyone say anything about Republicans? No. The question was about neo-cons. Nobody said all Republicans were neo-cons. If they were, we wouldn't need the word neo-con, would we?

If you are buying apples do you buy bananas and peaches too just in case maybe a banana or a peach might be an apple? I doubt it because that would be ridiculous. Now all Arabs may/may not be terrorists but almost all terrorists are Arabs so sanity and logic says if you wish to catch terrorists you look at Arab males not Polish grandmas.

Nope, I really don't see a pattern here to justify profiling, do you?
So, to ensure we Americans never offend anyone, particularly fanatics intent on killing us, airport security screeners will no longer be allowed to profile certain people. They must conduct random searches of 80-year-old women, little kids, airline pilots with proper identification, secret agents of the President's security detail, 85-year old Congressmen with metal hips, and Medal of Honor winning and former Governor Joe Foss, but leave Arab Muslim Males between the ages 17 and 40 alone because of profiling.
Still wonder why?

The neocons see the world in black and white, right or wrong, my way or the highway. So they must be either good or bad by their way of thinking. The neocon has no concept of color or gray.

It's easier that way. They don't like to think. They try to force the world into either black or white. No shades of gray.
