I have to do my book report and there's a section labelled:

MEMORABLE QUOTE: Select at least three quotes in the text that you consider memorable: copy each word for word, who said it to whom, and the significance of the quote.

My question is.. does it have to be dialogue, or can it just be the narrator talking about something?

(Teacher in me talking) "Why didn't you ask your teacher to clarify his/her assignment with regard to the quote?"

A quote (in my opinion) is just that - someone (a significant character in the story) has made a comment about something to which your teacher is asking you to 'confirm the message/dialogue or information stated'.

I wish I knew the name of the book and author. I could probably tell you right away.

My 8th graders are reading "A Break With Charity" and "Slam", by Walter Dean. Both short stories are full of quotes and comments made by the main characters and worthy of recording and retelling the significance.

If the narration is from the point of view of a character, then it should do, but if not, it should be involving characters.

No, it's just a quote that caught your eye and remembered.

i.e.

"Hello. My Name is Inigo Montoya. You killed my father. Prepare to die."

or

"Man, feeling satisfied, goes on to prove that black is white and gets himself killed at the next zebra crossing."

The way the label says it, it would have to be dialog.
