NO. Not to my knowlledge it's not. I've used them and I was fine. There is more than one cotton ball on the top of the bag, so I don't know if you mean all of the cotton balls or just one. It does make some what of sense, but it ... well, sounds kinda stupid to waste a cotton ball or 2 because it was on the top of the bag. The bag was tightly shut, so nothing could go in it. Like I said, it's stupid to throw away a cotton ball just because of where it is.

did you get this from like the box of animal crackers that says RETURN IF THE SEAL is broken.........so you dump the whole bag of animal crackers on to the table to see if the seal is broken.? use all of the cotton balls..........

no, a machine puts them in a bag. you can keep them all together by keeping them in a big ziploc bag
