They want the signing bonus money which doesn't become real money until he gets to 08 or 09. Then they can take it off the books.

They would cut him, but they wont and really cant because of what it would do to their salary cap
Blank made it clear, that as long as he owns the Falcons, Michael Vick will NOT wear a Falcon uniform

They said they have to...that they knew fans would not be too thrilled, but because of the salary cap, it makes the most sense to keep him on the roster right now...He is not getting paid...The NFL suspended him indefinitely...but if the Falcons cut him, his contract would count against the salary cap...so they really can't do that right now...

I disagree. They won't get all of his money, but he has assets.
It's not so much the money as making certain all "i's" are dotted, and "t's" are crossed,so the team isn't stuck with his drag on the salary cap.
By going through the proper channels, they save over, $100M, and clear the slug from their roster.
If they don't follow procedures, they could potentially be stuck with both.

Because it's all political B.S., Vick will serve 12 minutes in jail sit out the season and will be back on the streets killing dogs and playing in the NFL next year.

He won't be on salary, but they won't cut him. He is suspended without pay. They can't go for the $22 million if they cut him something to do with the players union.
