It certainly exposed the character of the people of New Orleans in many ways. From the best to the absolute worse.

Katrina had so many effects, that I think they will be to numerous to mention. For one many so called effects will be personal opinion. I list just one of my own opinions. When you hear "hurricane Katrina" what's the first thought that pops into your head? I'm willing to bet that New Orleans is the first thing you think of. Me too. But what we all seem to forget is that Katrina hit 3 other states as well. Mississippi, Alabama, and Florida. And the media and we (as a nation) forgot the other states. All we could focus on was Louisiana. But other state's coastlines were completely devastated as well. I guess the best way to describe this "effect" would be tunnel vision. We all focused on one area not the whole picture. As you can see from the answers before mine. We all have different opinions. One mentions the best and worst of people. The other mentions gas prices. I think this may be a personal opinion, instead of a hard and fast answer

Katrina's historic wide-spread wrath exposed the severe degrees of political INEPTNESS on BOTH the NOLA, Louisiana State and Federal (Bush/FEMA) levels.

No one ever thought up a well constructed Hurricane Disaster Plan for Louisiana; so Katrina rescue efforts were instantly drawn up---to evident botched degrees: Thousands suffered miserably; thousands more died.

Katrina didn't care whose lives she wrecked---black OR white; eveyone in direct or indirect path---were given the blues. Race is NOT an issue here.

88,000 NOLA area homes and business destroyed---many smashed to matchsticks. Thousands of insurance policy holders now deal with cowardly insurance companies, working hard to back away from the policies they enjoyed profits from.

Most criminal activity was limited to electronics appliance looting and auto theft.....some were brazen enough to try invading occupied houses---left in the dark w/ NO POWER or WATER utilities. THAT WAS SCARY.....for several weeks.

Crime was pleasntly low in NOLA for months post-Katrina; but now the "gangstas" scramble to reclaim drug turf---for an area almost totally vacant. No one ever accused these "gangstas" of being smart......

Contractors everywhere---some legit, some nothing but con artists, preying on the helpless.

The U.S. Army Corps bravely reports they botched up leevee repairs, installed (and since removed) out-right defective water pumps.....linked to companies owned by Jeb Bush (remember THAT guy) and Dick Cheney ( the guy you DON'T want tagging along on a hunting trip....yeah, THAT guy.....).

Politics, begrudgement complaints and bureaucracy all abound in post-Katrina Louisiana; where many claim NOLA is slowly dying.

It tore down New Orleans and made gas prices go up.
