a city state is a city which is also a state ( or country) that menas its pretty small but its a seperate distinct country from the land around it.
Here's two hints for your questions
hint 1.......look at the United Arab Emeriates and see which one might be it
hint two A major religion is headquartered there.
as for UR, just google it.........
