Strictly speaking you can't.

A high res image contains more data than a low res one.

There is no real way to add the missing data to a low res picture to make it high res.

However you can use a photo editing program (or even just Paint) to stretch the low res image so that it occupies the same dimensions as a high res image. However, it will just be a blurry high res. image compared to something that started out at that resolution in the first place.
