For the very same reason you don't see the headline
"Statistics teacher wins the lottery"
and by the logic of most the answers we should assume that statistics is a fraud because it can't win the lottery.
The best evidence for possible ESP (part of psychic ability) is the Ganzfeld ESP test which produced among a subset of Juliard students a 75% hit rate. However, the average is 33% among these tests where chance predicts 25% so odds in most cases are still against you.
I have included a link to the Parapsychological Association, an affiliate of the American Association for the Advancement of Science since 1969, below so those who choose to educate themselves on this matter may do so.
Comment: The probability for each number say 4 coming up can be calculated. Further calculations can determine the probability of any combination of numbers (let's say six) coming up.
Had you bothered to read my complete answer you would have seen that the best evidence of psychic ability is also based on probability.
Had you bothered to educate yourself on the issue by using the link I provided you would have a better understanding of what you are asking about.
If you chose (and seems you have) to ask a question that you would only accept answers that already agreed with your prejudiices and are not actually seeking information (but rather reinforcment of your beliefs) there are many skeptic organizations you can join that will not bother you with evidence and knowledge acquired by science.

On another area of debate, only 1 in 1000 psychics may have precognition.
Psychic abilities are gifts. They are also abilities that cannot be forced into a discipline of when and where.
The answers you receive are from many people who take a religion on Faith, but want fact from others. People who will not except tests of their religious claims, but constantly ask for perfect examples of Magick and ESP.
If prayer is real, why don't those of some religions win the lottery. If faith and prayer are real why do Fathers, sons and daughters die in Iraq.

Assuming (BIG assumption!) that there are psychics like that out there, maybe they are happy with their lives without the money or maybe they see how it could make their lives worse.
I know (without being psychic) that almost every last relative that I haven't seen in more that 10 years would be lined up, sleeping on my couch and telling each other how aweful I am that I didn't give each of them half of my winnings, (yes, I know I couldn't give 45 people each half, but they would expect it-except the ones I would be happy to share with-they wouldn't even ask:).

Psychics read the energy that is put off by living things. and can get an idea of what will happen with that energy in the future. however many things can happen to change that future, or that state of energy.
as a plastic ball with a number on it, has no life, and no energy of it;s own. it's future cannot be read.
and if a Psychic did in fact find a way to read the lottery results, do you honestly think that they would TELL anybody about it. it would be considered Cheating, just like Card counting in Vegas.

The one thing I find the most amusement out of is when people sit there, decide how they think psychic powers should work, and then scream fraud when they don't work that way.
It's a fraud cause i can't...I mean, *they*, can't get the powerball numbers.

Not all psychics feel compelled to speak of their abilities.
Do you have any way of knowing how many lotteries have been won by people who where psychics?
Of course you don't.
The 'experts' [who know nothing of the subject] who've answered above, however, 'prove' there's no such thing.
Someone who'd been told and believed what they heard told them, and they believed it.
