Using the Beaufort scale,wind force were estimated on a numerical scale ranging from zero(calm) to 12(hurricane) first adopted by Admiral Beaufort.The velocity equivalents were originally based on the empirical relationship between estimated number and measured velocity, V=1.87√ B³, where V is in miles per hour and B is the corresponding Beaufort number.

Wind speed. The scale is used to estimate wind speed not measure it. You measure it with an anemometer, you estimate it with Beaufort.
By the way, it is wind speed not wind velocity. Velocity is a vector and has a direction as well as a speed. The Beaufort scale says nothing about direction, only speed.
The scale was developed by Admiral Beaufort in 1805 for use by ships at sea.
