Speed.

The only difference between liquid water and water vapor or steam is the speed at which the molecules are moving; in steam they are moving a whole lot faster.

The definition of temperature is the speed at which the molecules move. The slower movement the more likely the substance is to be a liquid or a solid. The faster they move the more likely they are to be a gas or the fourth state of matter plasma.

A great question! The difference is only that the water molecules in steam are moving faster. That's the difference--they have more energy, and the energy is in their kinetic motion. I've put an interesting link below.

in hot water molecules are unstable and move around very fast in cold water they are packed together and expand
