What is that clean smell in a lot of hotels, is that a product they spray?

actually it is a spray!
many hotels have special cleaners they clean with that also leave a very clean smell...but what tops it is the spray they use when they are done cleaning.

Every establishment have their own products that they purchase.
The best thing to do is to look up a janitorial supplier and go smell some of the products that they carry.
It probably is some sort of spray that they use to clean the bathrooms with along with cleaning solutions.

I've always wondered that myself, I love the smell of hotels!
