If you buy a new BMW from BMW's Tourist and Diplomatic Sales, they will prep the car to your country's specifications.
Not only that, you will also be able to spec your car with any options you like without being tied to the "packages" that dealers normally force you to take. You simply just look for a transport company to ship it to your destination... it's straight forward.
Your only problem is when the car reaches your country, some countries require an import permit (which may require tons of paperwork or some form of bribery), customs are likely wanting a big bribe too if you don't know anyone; getting the car inspected and finally registration papers for the car (which may also involve bribing someone).

It will be a headache. First the delivery charge which will be pretty expensive. Then the delivery insurance. Then customs, and finally, fixing up the BMW to satisfy the emissions standards of Turkmenistan, which I am sure are different from Germany's. You are looking at thousands of bucks and countless hours of red tape, but if you love BMW's that much, then go for it!
