Uncontrollable or Problematic States?

In your opinion, what are the three top problematic or uncontrollable states [ In the Unites States] and Why???

In terms of the next Presidential election there are 26 problematic states. Those which do not have faithful elector laws, that require their members of the Electoral College named by their Governors having to vote for the candidates for President and Vice President which the people of that state voted for in the general election. That's a majority of the states which attach no penalty to any or all of its electors deciding to ignore the vote of the people in the general election.
There have only been rare instances of electors "bolting" and voting against the wishes of the people in that state. One elector switching the positions of President and Vice President on his ballot in the election of 1988 for example. He voted for Lloyd Bentsen for President and Michael Dukakis for Vice President. But, it does pose a high potential for a national nightmare.
