Only because I'll be honest and don't have that much of a clue about the workings of toilet plumbing, I personally would call a plumber.

You should call a plumber. Most likely the object is lodged just after the trap, before the exit hole of the bowl. The problem will get worse if you try to push the metal object through the toilet. It very well could get stuck in a fitting further down the line and be very costly to fix at that point. In most cases the plumber can possibly flip the toilet upside down and dislodge the stuck object. I have personally rescued toothbrushes, G.I. Joe, cars, and a Barbie doll from toilets in the past. The worst case scenario is, you will need to purchase a new toilet, and have the plumber properly reset your toilet.

This depends on how far the dispenser got down into the toilet. If it made it past the goose neck, then it must be lodged in the opening to the main sewer line. If it was me, I would call the man, because this may be more work than you are willing to take on. In the long run, it will be worth the money.

If it hung-up in the toilets trap, you may get your hand far enough in to grab it. You may have to remove the toilet from the floor to get it out the exit hole on the bowl.

You might have to remove the toilet from the floor if it is jammed near the entrance to the drain by the floor.
If it is not that far and you can see it you can try and reach for it.

You can try taking a wire hanger, curling it at one to see if you can fish it out.
