Can a County Central Committee Executive Board legally hold a closed session on a matter other than personel, finance or campaign strategy? this is a political organization.

The Byl aws of the organization do not address this issue but do state any items not addressed are covered by Roberts Rules of Order.

This is governed by your state's sunshine laws. In my state, the Board can also hold closed sessions regarding litigation matters.

Even though your organization's bylaws refer you to Robert's Rules of Order (as do many organizations), that cannot resolve the dispute when Robert's Rules does not deal with the issue.

Robert's Rules outlines procedures to keep things orderly. They cannot determine legal issues, such as whether a meeting can be closed.

This is really a state law and board charter question then a question of Roberts Rules of Order.
