Are you kidding? Just an expression. The police say, walk down the street with some confidence at night as an indecisive gait attracts criminals looking for a target. People want to kick a really wimpy degraded individual and who wants to be around a negative judgmental person for long. A person who develops their intuition and emotional intelligence are more sensitive to their surrounding, positive, use accurate descriptive words, not judgmental ones, are happy and a even bully will like them and be transformed in their presence. Check out some of my answers so I don't bore everyone with repetition.

Yes they can , I am going to use animal and human interaction as I am very knowledgeable , If you get on a horse and you are nervous the horse knows this and will act up , it will not obey as well the horse is negative toward the rider , If you are afraid of a dog, many dogs will act aggressive towards you , if you show dominate body language to a dog they will respond quicker to command and will be less likely to be aggressive toward a person who comes across as it Superior ,
the same goes with people , if you avoid eye contact with people, people assume you are not assertive and will take advantage of a meeker person , Or if a person has a challenging personality they will attract negative responses from others as well . so yes a person can attract negative behaviour
