PROBLEM: The laws that generally apply in the other 49 states don't necessarily apply in Louisiana. All the other states have laws based on British Common Law, while Lousiana's laws are based on French Civil Law. I can tell you in all the states I have lived in (Alabama, California, Colorado, Georgia, Michigan, Ohio, and Texas) you can be denied treatment if you don't provide that information, except in the case of an ER visit for a life-threatening condition. The hospital takes your SSN so they have a method of recourse if you don't pay for treatment. If you don't pay, they can petition the state to have your tax returns withheld for payment and possibly to have your wages garnished. But again, Louisiana is an entirely different animal...
