In my opinion that would have to be the east side of the Cleveland metro area, but the west side is definitely heading in that direction also. With the exception of the southwest neighborhoods which are probably the best as far, as Cleveland is concerned.
In response to the person below me, crime happens All over the city of Cleveland. It isn't only restricted to certain "bad" areas. I am old enough to have seen the transition of wonderful Cleveland neighborhoods into the "hoods". Your opinion although very liberal may change when your safety or the safety of your loved ones is jeopardized.
Cleveland, OH, violent crime, on a scale from 1 (low crime) to 10, is 8. Violent crime is composed of four offenses: murder and non negligent manslaughter, forcible rape, robbery, and aggravated assault. The US average is 3.
Cleveland, OH, property crime, on a scale from 1 (low) to 10, is 7. Property crime includes the offenses of burglary, larceny-theft, motor vehicle theft, and arson. The object of the theft-type offenses is the taking of money or property, but there is no force or threat of force against the victims. The US average is 3.
The statistics speak for themselves.

the "Hood" I expect you are refering to, is , I assume, where most of the Public Housing is at, where most of the crime is, and where the lowest in the socio-economic system are living. This would be anywhere, East or west of Downtown, West to about W. 30, East all the way to and Inclusing East Cleveland, with the exception of the Cleveland Clinic Campus, and the Southern border of East Cleveland, near Cleveland Heights as well as University Circle, Campus of Case western Reserve University. This is not a readily answered question, because of how business, colleges and the medical profession is interspersed throughout Cleveland, Ohio.

If by hood you mean unsafe neighborhoods then it all depends. There are parts of St. Clair and Superior that are very unsafe, as well as Hough and Payne. The city of East Cleveland, but there are parts of East Cleveland that are still very nice and you wouldn't even think that it was part of EC. As far as the other person who said the East side of town, that is not completely true, there are parts on Detroit and other west side locations that aren't the safest area. Its really not fair to pinpoint one neighborhood, because in a lot of cases maybe only a small portion of that area is questionable. Hope this answered your question.
To the person above me, I didn't say anything about crime, I said unsafe neighborhoods. I am no stranger to crime, and know that it can happen anywhere in the world. My reasoning for not liking to pinpoint one area is because in your original answer you said the East side. That is not true, the West side of Cleveland has many unsafe neighborhoods as well. I'm sorry you misunderstood me.

The first answer is right on the money. There is a reason why Cleveland has a negative population growth. Anyone who has the means to move, does. East side of metro and most of west side is definitely the "hood". Although East side more so than the west.

The first answer is pretty accurate. You asked about Cleveland, so I am not sure why the second person was talking about Detroit. The west side and the south sides of Cleveland (and the surrounding suburbs) are pretty safe, as is most of the downtown area of Cleveland. The east side of the city and some of the suburbs are pretty bad. If you are looking at Case Western University, The Cleveland Clinic/University Hospital, and the museums in that area, which are on the east side of the city, don't be deterred-they are pretty safe to visit.

the inner city east side and East Cleveland. The person was talking about Detroit as in Detroit Avenue which then turns into Detroit Road which is one of the longest streets on the west side of Cleveland.

Here is a site where you can download a map of gang territories. Poverty is more extended than whats on the map, but these are the neighborhoods you should avoid, especially after 6pm.
