I think its probably because running in a skirt, especially the pencil skirts police women used to wear, is not an easy thing to do under the best of circumstances. Don't u think it'd be kinda hard to do everything they are supposed to in a skirt? U try wearing one then go and chase someone down the road. Trust me...it's not as easy as it looks.

it is much more practical to wear trousers. it would be difficult to run after and restrain somebody if you were wearing a skirt. you also would have trouble if you had to climb anything.
