The theory is that while Amphibians came on to the land and started a new life there, whales decided to go back to the sea. Their fins are modified legs.

Of course skeleton is a pretty useful structure that can be manipulated in a lot of ways. Male snakes use a modified leg for their penis. At one time they probably had legs and were descended from amphibians that came ashore and used their fins as legs. Snakes developed the sinuous motion so they didn't need their legs, but most of them still have a familiarity with the water.

Whales belong to the animal family order of Cetaceans.

According to Wikipdedia: http://en.wikipedia.org/wiki/Whales
"All cetaceans, including whales, dolphins and porpoises, are descendants of land-living mammals of the Artiodactyl order (even-toed ungulate animals). Both cetaceaos and artiodactyl are now classified under the super-order Cetartiodactyla which includes both whales and hippos. In fact, whales are the closest living relatives of hippos; they evolved from a common ancestor at around 54 million years ago. Whales entered the water roughly 50 million years ago."

Tape is sticky because it has glue on it.

At the end of the Cretaceous period, all mammals in existence were land mammals, belonging to a few small groups which had managed to eke out their lives during the Mesozoic era. All modern mammals (including whales) descended from these small land mammals over the last 65 million years or so, meaning that the ancestors of all modern mammals did walk on land at one time.

That said, naturally these ancient mammals were not the same species as modern whales, new species developed over the ages and modern whales are too different from any land mammals to be the same species.
