Here is really the simplest thing you can do. Just behind the handle, you will see a brass stem. The next thing you will see is a nut. Use a pair of pliers and give that nut a snug turn in a clock wise rotation. *** Do not over tighten this nut.*** Just enough to stop the leak. That will stop your leak. The nut is called a packing nut, which contains a graphite packing material that keeps water from shooting out. After time of opening and closing the faucet the nut is loose. It is not damaged or needs replacement.
Since you said the water only leaks when you turn the faucet on, it will not be a washer inside the valve. The water would be leaking all the time if it was a washer.

You need a new washer. It is probably a black rubber washer with a taper. First, go to the home improvement store and buy the 10 pack assortment. Next, turn off your water supply and crack open the faucet to relieve any pressure. Use a screwdriver to remove the faucet handle and put a wrench (Channel Locks works great) on the fitting that the handle fits through. Unscrew the fitting to get access to the washer. You'll probably need a screwdriver to take off the old washer, and put the new one on. Reassemble.
That washer can get old and flat over time. It no longer seats, allowing water to drip. Cranking really hard on the handle doesn't fix the washer- it just flattens it more so it seems "fixed" for a short while.
Total cost? About $4 for the washer assortment.

believe it or not I have the same problem, now is it coming from the valve or the spicket? because if its the valve turn main water line off remove faucet take it to any hardware or plumbing store to get a new one exactly as you old one take it back and with pipe tape(white) wrap it around the pipe to prevent leaks there but do it in the direction the faucet screws on as not to unwrap the tap secure the faucet tightly and turn the main water back on open faucet valve slow and watch for any leaks. if any show turn faucet off and main line again and adjust or tape if tape is damaged.

The washer and/or seats are worn.
Washers are easy to replace.
If the seats are "pitted", you need to remove it and take with you to match. There many kinds and sizes.
Turn off the water. Remove the handle by removing the nut at the base of the fawcett. It should lift out.
Check washers and the seats. You will need a "seat wrench" to remove that.
It's an L shape with tapered ends that fit into the seat, and uncsrew it. Replace the same way.
If left, it eventually wil not seal or turn off.
